A stairway has 6 steps. Is a handrail required?

Quick answer

Yes. OSHA requires at least one handrail on any stairway with four or more risers or rising more than 30 inches. A 6-step stair exceeds both thresholds, so a handrail is mandatory—and wide or open stairs may need one on each side.

The answer

Yes—a 6-step stairway requires a handrail. Under OSHA's stairway rules, a handrail is required on any stair that has four (4) or more risers or that rises more than 30 inches (76 cm), whichever is triggered first. A stairway with 6 steps clearly has more than four risers and almost certainly rises more than 30 inches, so at least one handrail is mandatory.

This threshold appears in both major OSHA standards:

  • General industry: 29 CFR 1910.25(b)(5) requires handrails and stair rail systems on stairways with four or more risers or rising more than 30 inches.
  • Construction: 29 CFR 1926.1052(c) requires at least one handrail on stairways with four or more risers or rising more than 30 inches.

So the magic number is 4 risers. Three steps or fewer (and under 30 inches of rise) can be exempt; four or more triggers the rule. Six is well past that line.

One side or both sides?

A single handrail is the minimum for a stair like this, but more may be required depending on width and openness:

  • Enclosed stairs up to 44 inches wide: at least one handrail.
  • Stairs with one open (unprotected) side: a handrail on each open side.
  • Wider stairs (over 44 inches): a handrail on each side.
  • Very wide stairs (88 inches or more): may also need an intermediate handrail near the middle.

Height matters too: handrails must be 30 to 38 inches measured vertically from the leading edge (nosing) of the tread to the top of the rail.

Handrail vs. stair rail — don't confuse them

Exam questions often mix these up. A handrail is what a person grips for support while climbing—sized and positioned to be grasped by the hand. A stair rail (stair railing system) is the barrier along the open side of a stair that prevents falls off the edge, with a top edge typically 42 inches high. On many stairs the stair rail system can also serve as the handrail if it is the right height (30–38 inches) and graspable; otherwise a separate handrail is added.

The bigger picture

The reason OSHA keys the rule to 4 risers/30 inches is that falls on stairs cause serious injuries, and the risk rises sharply once a stair is tall enough that a stumble means a real drop. Rather than memorizing every scenario, remember the trigger: 4 or more risers, or more than 30 inches of rise = at least one handrail. For a 6-step stair the answer is a straightforward yes, and you should then check width and open sides to decide whether a second handrail is also needed.

Frequently asked

How many steps before a handrail is required by OSHA?

OSHA requires a handrail once a stairway has four or more risers, or rises more than 30 inches, whichever comes first. Stairs with three or fewer risers and under 30 inches of rise can be exempt, though a handrail is still recommended.

What height must an OSHA handrail be?

A handrail must be between 30 and 38 inches high, measured vertically from the leading edge (nosing) of the stair tread to the top surface of the handrail. This range applies to both general industry and construction standards.

When are handrails required on both sides of stairs?

A handrail is needed on each side when a stairway is wider than 44 inches or has an open, unprotected side. Stairs 88 inches or wider may also require an intermediate handrail near the middle. Narrow enclosed stairs need only one.

What is the difference between a handrail and a stair rail?

A handrail is the graspable rail people hold for support, positioned 30–38 inches high. A stair rail (stair railing system) is the fall-protection barrier along an open side, with its top edge about 42 inches high. A stair rail can double as a handrail only if it is the right height and graspable.
