Why 19.5% is the threshold

Oxygen deficiency has two main causes: displacement (an inert gas like nitrogen, argon, or carbon dioxide pushes oxygen out) and consumption (combustion, rusting/oxidation, bacterial action, or breathing in an unventilated space use it up). Because you cannot see, smell, or feel oxygen deficiency, the only safe approach is to test the atmosphere with a calibrated meter before and during entry and to ventilate as needed.
